The first article comprises of a 17-page Order No. U-20784-B formally released by the Louisiana Public Service Commission (PSC) detailing GTL actions when they supplied outgoing telecommunication services to thousands of detainees at the Louisiana Department of Corrections. The PSC’s order dates January 21, 1998.

• GTL modified the clocks in the telephone they supplied at the correctional institutions to inflate the duration of each call by 15 or 36 seconds.

• Without providing any excuse, GTL increased the charges to its clients.

• GTL engaged in double billing, which involves billing one call many times.
